As volunteer supervisors for the NYNJTC, we have been asked to comment on the impact of the mitigation proposed by Nantucket Sound Sons LLC in the Amended Site Plan Application for the Mohansic Trailway access on Baldwin Rd. NYNJTC trail maintainers are responsible for clearing vegetation on a path sufficiently wide and high enough so that users can easily walk the trail without touching surrounding growth. On boardwalks, maintainers trim and remove vegetation directly on the trail and within 12–18 inches of the boardwalk edge. The applicant proposes removing invasive Japanese knotweed, multiflora rose, and Japanese barberry, and replanting the trail entry area with native species. These invasives grow rapidly and heavily encroach on the trail, so their removal should improve conditions and support routine maintenance needed to keep the trail accessible. However, eliminating Japanese knotweed and restoring the area with native plants is a long-term effort requiring a multi-pronged, multi-year strategy that should extend beyond the two proposed interventions and the one-year post-planting guarantee. Basic establishment of a restored area typically takes 3–5 years, while developing a robust, resilient ecosystem can take 5–10 years with continued invasive-species management. The plan also calls for protecting an existing patch of Queen Anne’s lace, but because this species is non-native, often considered invasive, and classified as a noxious weed in some states, special protection is not necessary. The applicant also proposes installing two benches along the trail. Because the boardwalk is designed to be accessible, the placement of benches should not reduce the current trail width. NYNJTC volunteers are responsible for maintaining trail infrastructure such as boardwalks and bridges but not park infrastructure such as benches; any issues with these are promptly reported to the Parks and Recreation Department. The P&R Department can advise on the type of bench that would be appropriate for a high-use site exposed to the elements. The contractor can get the permit before spring. It will be a condition of the approval. Are you able to attend Monday night? The site plan is being amended to deal with the HVAC situation which results in the change and increase in mitigation plan work the contractor will perform. The focus of the discussion will be on the site plan andfinalizing the approval. The only questions for the contractor will be when and how the work will be done if the Board wants clarification. Is there any type of wetland scientist that will follow the mitigation to certify it is done properly? Or anyone on staff with the contractor that can enumerate steps that are completed during the process? Robyn ************************************************* Robyn A. Lot 37.06-1- 25 previously obtained a preliminary layout approval for the Hilltop Associates Minor Subdivision in 2008 and was reapproved until 2018. The Applicant now proposes to subdivide two lots into 17 single-family lots. One lot will contain the existing residence, and 16 new lots will be created. There will be an 18th lot that will be transferred to an adjoining property and will not be a part of the proposed subdivision. Public sewer will access the site via a sanitary sewer easement that begins on a parcel on Sultana Drive and will run north along the eastern portion of the subdivision and out to Elizabeth Road. After a preliminary meeting with the town staff, the applicant has stated that they will obtain an updated wetland delineation, redesign the 3 southernmost parcels to remove the cul-de-sac, and begin designing the necessary stormwater mitigation. The applicant will need to acquire variances for the redesigned parcels as they will not meet the minimum requirements for frontage. The Conservation Board reviewed the above referenced subject during their meeting held on Wednesday, August 5, 2026. Peder Scott, Project Engineer; and Tom Racek, property owner, were present. The proposal is to rezone the existing vacant property from R1-40 to R-3 to allow for a 14-unit / 2-bedroom multi-family rental development on a 16.8-acre parcel. The Conservation Board has the following comments: • Rezoning will allow the applicant to build the rental units on 4 acres rather than the 6 acres of land that a traditional single-family development would disturb. • The plan would also decrease the amount of impervious surface created. • The applicant is also proposing to link into the existing sewer system. • The applicant shared a planting plan for the area adjacent to Foothill Street. A monitoring plan for the proposed landscaping was noted on the site plan. Who will monitor the plantings? The Conservation Board is in favor of the rezoning as the environmental impacts would be lessened, especially if a sewer connection is installed. We request that the applicant return to the Board once a tree survey is conducted and a fully realized wetland mitigation and landscaping plan is developed.
